Concrete floors, known as screed, which is the "floor" we will find in our newly purchased apartment, are accepted according to the standard PN-B-10144:1962 - Concrete and cement mortar floors -- Requirements and technical tests upon handover.
Screed - how to measure the flatness of the concrete floor?
We check with a 2m long batten – for example, like the one in photo no. 1,
we place it at any location and direction on the substrate and...
we check the width of the gap between the batten and the concrete.
The maximum gap size according to the standard is 5mm. Anything exceeding this can confidently be noted as a defect that needs to be corrected.
A wedge gauge can be helpful; if we don't have one, we can also use a tape measure or even a ruler.

Additionally, the floor:
should be clean
cracks and defects are unacceptable
should have perimeter expansion joints (separation, usually special foam – no. 3 in the photo, from the walls)
should have shrinkage joints (special cuts in the screed, distinguishable from cracks by being even – no. 4 in the photo)
